Maksim began serving as the City’s first Chief Data Officer in the Performance & Analytics Department in November 2014. He is responsible for implementing the City’s new open data initiative called for in Mayor Faulconer’s One San Diego Transition Advisory Committee.
Maksim has been solving complex problems with technology for nearly a decade. He spent the year before coming to San Diego working as a Code For America fellow in Puerto Rico with a focus on economic development. His team delivered a product called PrimerPeso that provides business owners and residents a tool to search, and apply for, government programs for which they may be eligible. Before moving to California, Maksim was a Solutions Architect at Promet Source where he built large web systems and designed complex integrations. He also shaped development processes and led international development teams.
Maksim graduated from DePaul University with a bachelor of science degree in information systems and from Linköping University, Sweden, with a bachelor of science degree in international business. He is also certified as a Lean Six Sigma Green Belt. In addition, Maksim runs a personal blog that shares his insights with colleagues throughout the world.
