Mr. Fazlan Abdullah is the Head of the Pre-Emptive Technology & Services Division at CyberSecurity Malaysia. The division comprises of the  Cyber Risk Intelligence Department, Technology Research and Strategy Department, Digital Information Analysis Department and the Artificial Intelligence (AI) Unit.

He has been instrumental in the implementation and coordination of Malaysia’s National Cyber Security Policy (NCSP) since 2008 as co-secretariat for the National Cyber Security Coordination Committee (NC3), the National Cyber Drill Exercise (X-Maya) and the National Cryptography Policy. He was also a committee member for the development of Malaysia’s Cyber Security Framework for the Public Sector or Rangka Kerja Keselamatan Siber Sektor Awam (RAKKSSA) in 2016, Information and Network Security Guidelines for the Communications and Multimedia Industry (MCMC) in 2024 and was co-secretariat for the development of Malaysia’s Cyber Security Strategy (MCSS) 2020-2024 headed by the National Cyber Security Agency (NACSA) under the National Security Council. He is currently a member of the Technical Committee (TC) of NSC 03/TC9 (Sharing Economy), the National Mirror Committee (NMC) for ISO/TC 324 (Sharing Economy Standards) as well as involved in the development of Malaysia’s CyberSecurity Act 2024, Draft Malaysia Cyber Crime Act, Malaysia Cyber Security Strategy (MCSS) 2025-2030 and Malaysia’s National Digital Trust & Data Strategy (2026-2030). He also led CyberSecurity Malaysia’s Common Criteria Collaboration Program (RMK10-RMK12) supporting local ICT industry product evaluation, testing, and certification under the ISO/IEC 15408 Malaysia Common Criteria Scheme.

In 2020, he was seconded to Personal Data Protection Department (JPDP) for 2 years as JPDP’s Cyber Security Officer.  In JPDP, he was appointed an Assistant Commissioner for Personal Data Protection and was involved in the technical investigation of Personal Data Breach incidents, audit & inspection of Data User’s Personal Data Protection Systems as well as conducting knowledge sharing, awareness talks, conferences, seminars and presentations.

In 2023, he joined the Ministry of Communications and Digital’s DERAS Task Force on three months secondment, contributing to policy research and implementation strategies under the Malaysia Digital Economy Blueprint.

Fazlan Abdullah graduated with a B.Eng. in Electrical Engineering & Electronics from the University of Manchester Institute of Science and Technology (UMIST). He has more than 29 years experience in cyber security, privacy, personal data protection, digital trust, AI and ICT RDCI (research, development, commercialisation and innovation), policy development & implementation, business continuity, disaster recovery, governance, risk management, audit, critical information infrastructure protection (CIIP), compliance, investigation and law enforcement.
